i have a question (yeah i made this post to help myself as well) On Leaf Green does anyone know where i can find a horsea easily cus i really need 1

i really need horsea cause i found a dragon scale and if i find one then i litterally have a kingdra oh and the lady who asks to see a pokemon she asked to see a seadra Sad
